About Harquahala Sun
Harquahala Sun is a series of hybrid solar photovoltaic and battery storage power plants located in Harquahala Valley in west Maricopa county. Clean, renewable electricity generated by the power plants will be transmitted via 500 kV transmission lines to the nearby Delaney substation, operated by Arizona Public Service (APS). The first phase will utilize over 300 construction workers and is anticipated to begin operation in 2024.

Total investment in Harquahala Sun project facilities, infrastructure, wages and services is estimated to total over $350 Million.

The project will provide approximately $100 million in additional tax revenue to Maricopa County over its lifetime. These funds can be used to enhance local programs, schools, roads, and other county priorities

When built, the project will offset 146,000 tons of carbon dioxide emissions, equal to planting over 6.6 million trees or removing 1.1 million cars from the road for a year.

Maricopa County Comprehensive Plan Approved - Phase I
CEC Application - Phase I - Approved
On June 21, 2022, the Arizona Corporation Commission approved the Project’s Certificate of Environmental Compatibility (CEC) in Decision 78590. The CEC authorizes the construction of a collector substation and approximately 3.5 mile 500kV generation transmission which will connect the Project to the Delaney substation. CEC Application - Phase II - Approved
On January 25, 2023, the Arizona Corporation Commission approved the Project’s Certificate of Environmental Compatibility (CEC) in Decision 78850. The CEC authorizes the construction of new 500 kV transmission lines with an approximate corridor length of 13 miles, together with associated 500 kV substations. CEC Application - Phase III - Approved
An application for a Certificate of Environmental Compatibility (CEC) for the Project in Docket L-21304A-24-0098-00231 was filed on May 3, 2024. The Arizona Power Plant and Transmission Line Siting Committee held public hearings on June 17 and 18 at Hampton Inn & Suites - 2000 North Litchfield Rd, Goodyear, AZ 85395. On August 13, 2024, the Arizona Corporation Commission approved the Project’s Certificate of Environmental Compatibility (CEC) in Decision 79467. The CEC authorizes the construction of a new 500 kV transmission line approximately 19 miles long and a switchyard extending transmission lines previously approved in Docket L-21185A-22-0072-00201 and Docket L-21185A-22-0273-00211.
